When the bag comes out of the package, it is a flat rectangle. The specifications of size is the length and width of the rectangle. So twice the width is the circumference of the bag mouth. Take the 25.39 "x 18.89" bag for example, it has an opening about 37.78" (18.89" x 2) in circumference.
Choose the bag according to the container currently using. Usually the diameter (or circumference more precisely) of the container determines the size of the bag. Take a standard 5-gallon container for example, it typically has a diameter of around 11.7" and its circumference is 37".
