With this type of seal the balloon is filled with helium or air normally and then the seal ribbon is looped around the outside of the balloon.
You tug on the two ribbon ends and the loop tightens around the balloon neck. Keep pulling until about 5 mm of the balloon neck is pulled back through the small hole in the sealing disc. Knot the ribbons tightly. (see main picture)
